Systematic Review of the UK Commission’s Investment Funds
The UK Commission for Employment and Skills’ investment funds have been a critical part of its work to stimulate leadership and investment in skills amongst employers. The Growth and Innovation Fund (GIF) and Employer Investment Fund (EIF) have each allowed the UK Commission to co-invest with employers to create skills solutions, infrastructure and capacity aimed at addressing failures in skills supply, demand and mismatch between the two. Combined, the funds represent co-investment of over £100m in employer-led skills solutions.
SQW carried out a systematic review of evidence on the performance of EIF and GIF on behalf of the UK Commission and the final report has now been published.
The work involved consultations with key stakeholders, analysis of monitoring data and a review of 70+ project and programme level evaluation reports, for which we used EPPI-Reviewer analytical software. A key focus for the review was on drawing out the lessons learned to inform future policy and practice.
