South China Guangxi unveils plan to participate in “Belt and Road” construction

Guangxi will focus on eight fields to build it into an important gateway for “Belt and Road” construction. The first is to advance construction of an interconnection network. It will build Nanning into a regional international comprehensive transportation hub and Beibu Gulf into a regional international shipping center. Guangxi aims to build a land and maritime transportation network covering the Association of Southeast Asian Nations (ASEAN), Guangdong Province, Hong Kong, Macau and other regions in China. Meanwhile, it will promote construction of a modern port network, an expressway network, an intensive airline network, an optical fiber communications network, and an oil and gas pipeline network.

The second is to facilitate cooperation on the commercial trade logistics. Guangxi will build commercial trade logistics parks, improve the logistics system, and develop the cross-border e-commerce. It will make efforts to build a free trade zone in Beibu Gulf to make investment and trade more convenient and promote smooth trade development.

The third is to build cross-border industrial chains. It will promote the China-Malaysia international cooperation mode (China-Malaysia Qinzhou Industrial Park and Malaysia-China Kuantan Industrial Park); advance PT. Kawasan Industry Terpadu Indonesia China and Brunei-Guangxi Economic Corridor project, and build more cooperation parks with countries along the “Belt and Road”.

The fourth is to promote the cross-border financial cooperation. Guangxi will deeply advance construction of the border financial comprehensive reform pilot area, promote innovation in international investment and insurance business, and improve the China-ASEAN financial exchange and communication mechanism.

The fifth is to promote cultural and educational exchanges. Guangxi will make efforts to promote cooperation with the ASEAN on education, health care, technological transfer and tourism to consolidate people-to-people exchanges.

The sixth is to carry out maritime cooperation. Guangxi will build a China-ASEAN port city cooperation network and advance cooperation in maritime industry, technology, environment and maritime safety.

The seventh is to strengthen cooperation on the ecological environmental protection and build a green Silk Road.

The eighth is to build important cooperation platforms. Guangxi will implement the plan to upgrade the China-ASEAN Exposition and the Pan-Beibu Gulf Economic Cooperation Forum and improve the mechanism for cooperation between China and countries in Indo-China Peninsula. In 2015, the import-export volume between Guangxi and countries along the “Belt and Road” reached 31.98 billion U.S. dollars, up 42.2 percent year on year. The trade volume between Guangxi and the ASEAN amounted to 29.01 billion U.S. dollars, up 18.4 percent year on year. The ASEAN has remained the biggest trading partner for Guangxi for the 15th consecutive year.
